What is a 'Package'?
Package is like a Container. Package holds the Objects that we Create in ABAP.
In Real-time Each and Every Object is stored in the Respective Package. ABAP Package can also be called as 'Development Class'.
The Object which is Stored in the ABAP package Only can be Transported from One Client to another.
Note: Here Client is Development, Quality and Production servers.
What is a 'Local Object'?
'Local Object' is also a Abap Package that already exists by Default with Name '$TMP'. If we Save any Object in Local Object , it will be stored in the Package '$TMP'. Objects saved in this Package cannot be Transported from One Client to another Client.
If you want to transport a Object to another Client to another it must be assigned to a ABAP package other than '$TMP'.

How to Create a Package?
Step 1 :
We can Create a Package through both the T-codes 'SE21' and 'SE80'.
Using SE21
Go to tcode Se21.
Select 'Package' Radio button then Provide a Package Name (starting with 'Z' or 'Y').
Click on 'Create' Button. you will see a popup window like in step 2.
Using SE80
Go to Tcode SE80
Select 'Package' from Drop down List under 'Test Repository'.

How to Create a Package?
Step 1 :

Using SE21
Go to tcode Se21.
Select 'Package' Radio button then Provide a Package Name (starting with 'Z' or 'Y').
Click on 'Create' Button. you will see a popup window like in step 2.
Using SE80
Go to Tcode SE80
Select 'Package' from Drop down List under 'Test Repository'.
Provide Package name under Drop down List and click on 'Spectacle' Symbol.
Click on 'Yes' in the raised popup window.
Then you will see a popup window like in step 2.
Step 2 : (all these settings vary from one Organization to another)Click on 'Yes' in the raised popup window.
Then you will see a popup window like in step 2.
- Provide Description for the Package.
- Select the 'Application component' from the List (press F4 on the Field) to which it belongs to.
- Provide 'Software Component' as 'Home'.
- Select 'Transport Layer' as 'Sap'.
- Select the Package Type from the List.(here it is Development Package).
- Press 'Enter' Button.
- You will see a Success Message 'Package create Successfully.'
